Chairman Faiman celled the meeting to order at 7:30 p.M.

Case # 5/13/92–1 OBERG

Peter & Celeste Oberg (Tumbleweeds Child Care, Inc.), Prince & Tremont Streets, Lot K–027 in the Residential District, requested a Special Exception under the terms of Section 5.3.6 of the Wilton Zoning Ordinance to permit expansion of their existing daycare facility.

Mr. Faiman stated that the present voting Board visited the daycare center site directly before the meeting.

Peter Oberg stated that at the present time the center is filled to capacity (37) and they have received requests from parents in the area for child care that they cannot fill. They would like to finish the lower level of the barn which would allow for 862 sq. ft. of usable child care space.

Mr. Oberg then presented the Board with a Statement addressing all criteria in the Zoning Ordinance. (See file)

Mr. Oberg presented letters from Mary & Todd Leadbeater & Loretta & Charles April, Jr. expressing their support for the expansion plans. (See file)

Mr. Oberg then presented a list bf the different employers of the parents who use Tumbleweeds plus sign in/sign oUt sheets which show the pick-up & drop-off times currently used by parents. He also handed out copies of drop-off & pick-up procedures that parents currently abide by. (See file)

Abutter Steve Blanchard stated that the Oberg’s have complied with all Town requests. They run a very smooth operation & have been excellent neighbors. There have never been any traffic problems. In fact, there has been less traffic and less noise than expected. He further stated that he has spoken to all the other abutters and found not one objection to the expansion.

Celeste Oberg explained that an important reason for wanting to expand is so that the Kindergarten could have their own room — and they would be located in the new area.

Parent Connie Vilmore, Beaver Pond Road, Stated that the expansion would benefit her children greatly. She sends three children.

Cabinet Reporter Peter Hale asked how many jobs might be generated by the expansion. Ms. Oberg answered that possibly one full time position or tWo part time positions.

MOTION: Mr. Mitchell moved to accept the special Exception as proposed, seconded by Mr. Klein with 4 in favor and Ms. Harris opposed.

Mr. Faiman stated that the application was accepted. He further stated that the Selectmen, any party to the action or proceedings, or any person affected thereby may apply for a rehearing of this decision. A request for a rehearing must be filed in writing with the Zoning Board of Adjustment on or before June 2, 1992, and must fully specify all grounds on which the rehearing is requested.

APPROVAL OF MINUTES — April 8, 1992

MOTION: MOTION: Mr. Mitchell moved to approve the 4/8/92 minutes as written, seconded by Mr. Blanchard with all in favor.
MOTION: Mr. Faiman moved to allow the secretary to spend up to 10 hours working on A system (list) listing all cases handled by the ZBA in chronological order in addition to two indices — one by name & one by Lot #, seconded by Mr. Blanchard with all in favor.
MOTION: Mr. Mitchell moved to adjourn the meeting, seconded by Ms. Eckstrom with all in favor.

The meeting was adjourned at 8:20 p.m.
