Mr. Faiman called the meeting to order at 7:35 p.m. and explained to the audience that there were only four board members. The board would review the minutes first in case more board members showed up. If there are only four members, applicants could choose to postpone their hearing for a month in hopes of having a full board then.
Ms. Eckstrom pointed out that the minutes were actually posted on September 16, not October 16, 2002.

Janice E. and Royden C. Sanders, Trustees have applied for a special exception under the terms of section 11.4(a) of the Wilton Zoning Ordinance, to permit the construction of two driveways that cross wetland areas in order to access proposed building sites on Lot A—31—2, Tighe Farm Road.
Dawn Tuomala, of Monadnock Survey, represented the Sanders’ and chose to go ahead with a four-member board. Ms. Roberts and Mr. Fowler visited the property on Sunday and Mr. Faiman has visited the site in conjunction with Planning Board subdivision review. Ms. Tuomala recapped for the board that there are two proposed crossings; one 500' and one 320'. There will be two 18" culverts. She handed out new plans that had only a slight adjustment. No audience members spoke to the case.
Motion | Ms. Eckstrom moved to approve the special exception as submitted on the plan. The motion was seconded by Ms. Roberts and all were in favor. |

Mr. Faiman said that the request had been granted and the applicant will receive notice of such in the mail. He further stated, the selectmen, any party to the action or proceedings, or any person directly affected thereby may apply for a rehearing of this decision. A request for a rehearing must be filed in writing with the Zoning Board of Adjustment on or before Thursday, November 7, 2002, and must fully specify all grounds on which the rehearing is requested. (N.H. RSA 677:2) This decision shall expire on Friday, October 8, 2004 if construction of the driveway has not begun by that date (Wilton Zoning Ordinance section 17.4)
David and Jane Glines have applied for a special exception under the terms of section 11.4(a) of the Wilton Zoning Ordinance, to permit the replacement of an existing bridge with a culvert, as part of a wetlands crossing, on Lot F—145, 454 Isaac Frye Highway.
Dawn Tuomala, of Monadnock Survey, represented the applicant and presented a revised plan showing one 36" culvert instead of the two that had been on last month’s plan. She said that a 24" culvert will drain into the proposed culvert. She explained that the applicant wants to widen the road and a culvert is a better solution than a bridge. The length of the culvert will be 45' long. The finished driveway will be 24' wide.
The current bridge is 12' wide. Ms. Roberts and Mr. Fowler visited the site on Sunday. Mr. Faiman and Ms. Eckstrom are familiar with the site. No audience members spoke to the case.
