An application for a site plan review will be processed only if accompanied by the application and other fees, administrative charges and deposits set forth in Appendix III, including, without limitation, escrow deposits for the cost of all reviews by the Designated Representative, and any additional studies and/or professional reviews required by the Board from time to time to make an informed decision on the application pursuant to Section 3.5 or otherwise. Escrow deposits shall be replenished from time to time as required by the Board or its designate. An application will not be submitted to the Board until all such payments then due have been made.
